The Tollway’s Gustavo Giraldo, Chief of Diversity and Strategic Development will be sharing information on new programs for diverse business engagement and highlighting several items of interest. This presentation is particularly timely, given new Tollway developments in connection with diverse business engagement that include:
  • The Partnering for Growth (“P4G”) program, recently expanded to include construction firms, is officially up and running.
  • Waiving IDOT Pre-Qual requirements for projects under specific dollar thresholds, better enabling smaller diverse firms to do business with THA
  • Electronic bidding for Professional 国彩网官方网站 Bulletins, easing paperwork burdens that can be challenging for smaller firms
  • 26 (and counting) small business set-aside opportunities for 2018
  • Year-over-year increases in total contracts awarded to Veteran Owned Businesses (with YTD figure of 4.39%, up from 1.62% just a couple years ago) and other diverse businesses.

 Joan-Carles R. Brugué


AT&T Global Supplier Diversity

In his current position, Joan-Carles Brugué is responsible for stakeholder management and appraising key corporate initiatives and technology transformation trends as they relate to overall direction of opportunities for outsourcing to diversity business enterprises. His ultimate goal is advancing AT&T's corporate strategy objective to procure 21.5 percent of product and services from certified Minority Business Enterprises, Women Business Enterprises and Disabled Veterans Business Enterprises.  Mr. Brugué also serves in the Executive Board of the Chicago Minority Supplier Development Council (CMSDC) and is Chair of the Certification Committee.
With over 20 years of service to AT&T, Mr. Brugué has held several positions in the Finance and Network organizations and has developed a strong background in the areas of financial management, operations planning, analysis, and project management. Some past assignments include Lead Financial Analyst, Associate Director of Planning and, most recently, Area Manager in the Regional Market Execution Team, where he was responsible for overall cross-functional coordination for the launch of AT&T's IP based TV service in key markets in Illinois and Ohio. Before joining AT&T, Mr. Brugué conducted market research and helped develop a global competitive intelligence system while employed at Arthur Andersen LLP.
Mr. Brugué brings a strong educational background to the AT&T Supplier Diversity team. He holds an MBA in Finance from Kellstadt Graduate School of Business at DePaul University, where he was a recipient of the Dean's Scholarship Program, and a BBA from the University of Memphis, where he was invited to join the International Honor Society in Economics.
